IT IS REGISTERED WITH THE MINISTRY OF COMMERCE OF THE ROYAL GOVERNMENT OF CAMBODIA (CO. 2377E/2015, TIN_K002-00009734). THE COMPANY IS MANAGED BY ITS FOUNDERS, MR KAMINA NTENDA MUSANGU AS C.E.O. AND MR ULRICH WILHELM SCHMIDT AS MANAGING DIRECTOR.

REGIONAL SOLUTIONS CO., LTD. IS A NEW COMPANY BUT ITS SENIOR MANAGEMENT AND ASSOCIATED EXPERTS HAVE A LONG AND IN DEPTH OPERATIONAL EXPERIENCE WITH PLANNING, IMPLEMENTING AND MONITORING/EVALUATING EXTERNAL DEVELOPMENT ASSISTANCE PROJECTS.

MR. NTENDA IS AN AGRICULTURAL ENGINEER. HIS PROFESSIONAL BACKGROUND INCLUDES 20 YEARS WITH UNITED NATIONS AGENCIES AS FAO AND UNDP, IN COUNTRIES LIKE CAMBODIA, MALDIVES, HAITI WHERE HE WAS RESPONSIBLE FOR THE MANAGEMENT AND COORDINATION OF LIVELIHOOD RECOVERY, FOOD SECURITY, ENVIRONMENT PROTECTION AND RESILIENCE TO NATURAL DISASTERS PROJECTS AND PROGRAMMES (TSUNAMI 2004; HAITI EARTHQUAKE 2010;  DROUGHT /FLOODING IN CAMBODIA AND HAITI).

MANAGING DIRECTOR

MR SCHMIDT IS A GERMAN NATIONAL BASED IN PHNOM PENH, CAMBODIA. MR SCHMIDT HOLDS AN MA IN DEVELOPMENT STUDIES (SOCIOLOGY, MACRO/MICRO ECONOMICS) FROM THE FREE UNIVERSITY OF BERLIN AND HAS BEEN WORKING IN FISHERIES AND NATURAL RESOURCE MANAGEMENT, POLICY AND PLANNING SINCE 1977. HE STARTED HIS PROFESSIONAL CAREER WITH FAO’S FISHERIES DEPARTMENT WHERE HE WAS INVOLVED IN FISHERIES AND AQUACULTURE PLANNING AND DEVELOPMENT IN AFRICA, ASIA AND LATIN AMERICA. HE CONTINUED HIS CAREER AS FOUNDER AND MANAGING DIRECTOR OF A GERMANY BASED CONSULTING FIRM SPECIALIZED IN FISHERIES AND AQUACULTURE AND, TO DATE, AS FREELANCE CONSULTANT IN THESE FIELDS FOR CLIENTS LIKE WORLD BANKIFADEUUSAID GIZ ETC. 

ULRICH SCHMIDT HAS EXTENSIVE EXPERIENCE IN FISHERIES, AND NATURAL RESOURCE DEVELOPMENT AND MANAGEMENT WORLDWIDE. HE HAS AMPLE EXPERIENCE WITH RELEVANT INTERNATIONAL LAWS, AGREEMENTS AND COVENANTS AS UNCLOSTHE FAO CONVENIENCE AGREEMENTSTHE UN FISH STOCK AGREEMENT ETC., AND VOLUNTARY INSTRUMENTS AS THE CODE OF CONDUCT FOR RESPONSIBLE FISHERIES AND RELATED TECHNICAL GUIDELINES, THE VOLUNTARY GUIDELINES FOR SECURING SUSTAINABLE SMALL SCALE FISHERIES, AND INTERNATIONAL ACTION PLANS TO COMBAT IUU FISHING AND TO MANAGE FISHING CAPACITY.

IN SOUTH EAST ASIA HE HAS WORKED AND IS FAMILIAR WITH REGIONAL FISHERIES MANAGEMENT ORGANIZATIONS AS MRCAPFICSEAFDEC, ETC. IN CAMBODIA HE LEAD A TEAM WHICH DESIGNED A THE LEGAL AND REGULATORY FRAMEWORK FOR THE TONLE SAP GREAT LAKE BIOSPHERE, PARTICIPATED IN THE DEVELOPMENT OF THE SUB DECREE ON COMMUNITY FISHERIES, ASSESSED AGRICULTURAL VALUE CHAINS AND EVALUATED AND ADVISED ON A MULTITUDE OF PROJECTS. IN RECENT YEARS HE FACILITATED THE DEVELOPMENT OF FISHERIES AND AQUACULTURE MANAGEMENT STRATEGIES E.G IN PAKISTAN, TIMOR-LESTE, CENTRAL AMERICA AND SEVERAL AFRICAN COUNTRIES. IN THE REGION HE ASSISTED IN ELABORATING THE BASIN-WIDE FISHERIES MANAGEMENT STRATEGY OF THE MEKONG RIVER COMMISSION.

EXPERT, CONSULTANCY & ADVISORY

PROF. MASSIMO SARTI WAS GRANTED TENURE-TRACK POSITION AS ASSOCIATE PROFESSOR AT THE UNIVERSITY OF CALABRIA (SOUTHERN ITALY) IN 1987-1994, THEN MOVED AS A FULL PROFESSOR AT THE MARCHE POLYTECHNIC
UNIVERSITY OF ANCONA FROM 1994 UNTIL PRESENT. HE HAS SERVED AS CHIEF TECHNICAL ADVISER OF A FAO PROJECT IN VIETNAM, FROM 2005 THROUGH 2012.

THROUGH HIS CAREER HE HAS SPECIALIZED IN MARINE RESEARCH OF SEDIMENTARY ENVIRONMENTS FROM THE PERSPECTIVE OF PHYSICAL PROCESSES AND IMPACT OF GEOLOGIC AND CLIMATIC PROCESSES AFFECTING NATURAL EQUILIBRIA. IN RECENT YEARS, HE WAS INVOLVED IN RURAL DEVELOPMENT THROUGH COMMUNITY EMPOWERMENT TO MANAGE ENVIRONMENT AND RESOURCES, TO COPE WITH NATURAL HAZARDS AND TO MITIGATE NUTRITION INSECURITY AND POVERTY.
HE HAS WORKED IN THE MEDITERRANEAN SEAS AND PERI-MEDITERRANEAN RANGES, ASIA, ATLANTIC AND INDIAN OCEANS, ANTARCTICA.
HIS MAIN INTERESTS ARE ENVIRONMENTAL CONTROL AND SUSTAINABLE LIVING, APPLICATION OF INFORMATION TECHNOLOGY TO MANAGE LANDSCAPE AND REDUCE RISK, INTERNATIONAL DEVELOPMENT, PROJECT MANAGEMENT AND IMPLEMENTATION, FOOD SAFETY, NUTRITION AND FOOD SECURITY, CIVIL PROTECTION, INFORMATION AND KNOWLEDGE MANAGEMENT.

MR. THONG BA NGUYEN GRADUATED FROM ASIAN INSTITUTE FOR TECHNOLOGY’S BSC. PROGRAME IN AQUACULTURE IN 1999 AND OBTAINED THE MSC. DEGREE IN INTERNATIONAL FISHERIES MANAGEMENT (IFM) IN TROMSO UNIVERSITY, NORWAY IN 2005. HE HAD BEEN INVOLVED IN RESEARCH FIELDS RELEVANT TO MARINE FISH BIOLOGY AND FISH STOCK ASSESSMENT, FISHERIES MANAGEMENT, FISHERIES DATA COLLECTION, MPAS EVALUATION FOR ALMOST 9 YEARS IN THE RESEARCH INSTITUTE FOR MARINE FISHERIES (RIMF), MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT (MARD) BASED IN HAI PHONG CITY, VIETNAM. DURING 2009-2014, HE HAS BEEN WORKING FOR THE CENTRAL GOVERNMENT FISHERIES MANAGEMENT BODY, DIRECTORATE OF FISHERIES (D-FISH) UNDER MARD WITH EMPHASIS ON FISHERIES MANAGEMENT, DEVELOPMENT OF NATIONAL DATABASE FOR FISHERY SECTOR, DEVELOPMENT AND IMPLEMENTATION OF INTERNATIONAL, REGIONAL AND NATIONAL PROJECTS INCLUDING THE REBYC- 2 CTI (FUNDED BY GEF), WPCPFA (FUNDED BY GEF THROUGH WCPFC), COASTAL RESOURCES FOR SUSTAINABLE DEVELOPMENT (CRSD) (LOAN FROM WB), ESTABLISHMENT OF NATIONAL TUNA FISHERIES STATISTICS, DEVELOPMENT OF SCIENTIFIC EVIDENCES FOR ESTABLISHMENT OF CONTRIBUTION TO VIETNAM FUND FOR AQUATIC REPRODUCTION.

SINCE EARLY 2015, THONG HAS BEEN SHIFTED TO WORK IN NGO ENVIRONMENT, THE RESEARCH CENTER FOR RESOURCES AND RURAL DEVELOPMENT (RECERD) AS DEPUTY DIRECTOR AND CLOSELY WORKING FOR SUSTAINABLE FISHERIES PARTNERSHIP FOUNDATION (SFP) BASED IN HAWAII, USA IN COORDINATING FISHERIES IMPROVEMENT PROJECTS FOR TRAWL FISHERIES IN VIETNAM. SO FAR, HE HAS PROVIDED CONSULTANCY WORKS FOR NUMBER OF UN AND REGIONAL FISHERIES MANAGEMENT BODIES SUCH AS FAO, FAO-RAP, UNDP, USAID, SFP, OXFAM, IFFO, NOAA, WCPFC, SEAFDEC IN DEVELOPMENT OF TRAWL FISHERIES MANAGEMENT GUIDELINES IN THE SOUTHEAST ASIA AND; MANAGEMENT OF NERITIC TUNA FISHERY IN THE REGION AND PROMOTION OF ENVIRONMENTAL, DEVELOPMENT OF HANDBOOK FOR IMPLEMENTING SOCIAL RESPONSIBILITIES IN FISHERIES AND SUSTAINABLE FISHERIES ETC.
